I have recently cut a number of stamps to put out on the moor. Do people think it's best to create a set of WoM clues or put them in the Catalogue and why?

I think it would be very hard for anyone to advise you on this due to present day circumstances!
Many years ago I would have said keep them WOM for a while for close friends etc. then, maybe, decide to enter on the catalogue. At that time the catalogue clues did not last too long or became unstampable. Whereas the WOM were passed between family and friends and seemed to last a lot longer on the moor ( some of mine still out there OK AFTER 17 YEARS! - non of mine have been on catalogue!) YET NEW BOXES HAVE BEEN OUT AND GONE 'MISSING' WITHIN WEEKS!!!!!
BUT: Now we have GPS , email, texting, mobile phones etc. and not forgetting the pain in the ---- LBT! So to put the situation briefly try your luck either way - some a------- will do the dirty on you one way or another and it will be pure luck if the box survives long.
Best of luck

The benefit of siting them as WOM boxes first is that this will enable you to swap clues with other WOM owners. Once you get on peoples lists, then more clues will come your way if you have ones of your own sited. Then after a period of time, if they stay on site, you can then put them in the catalogue.
